A bold shift for California public health is underway, as Gov. Gavin Newsom unveils a new state-led initiative that recruits former CDC leaders who openly challenged Trump-era health policies. One notable warning came from the agency’s past chief, who cautioned that the U.S. public health system was steering toward “a very dangerous place.”
The project will be steered by Dr. Susan Monarez, the ex-CDC director, and Dr. Debra Houry, the CDC’s former chief medical officer. They’ll head the Public Health Network Innovation Exchange, or PHNIX, a program described by Newsom’s team as a mission to modernize public health infrastructure and preserve trust in science-driven decision-making.
PHNIX is designed to strengthen how we detect and investigate health trends, and to build a modern public-health backbone that unifies data, technology, and funding across states. In announcing the effort, Newsom said the initiative would “converge the best science, the best tools, and the brightest minds to propel public health forward.” By enlisting expert scientific leaders to co-drive the launch, he argues California will spark collaboration and lay the groundwork for a robust, transparent public health framework that earns trust not only locally but across the nation and the world.
Monarez will act as strategic health-technology and funding adviser for PHNIX, focusing on expanding private-sector partnerships to better integrate healthcare data and accelerate disease surveillance. The New York Times first reported these staffing choices.
Monarez expressed enthusiasm about applying her experience with health technology and innovation to PHNIX. She noted California’s exceptional pool of talent, tech capacity, and investment, framing the effort as a way to channel those strengths toward public good—modernizing operations, speeding innovation, and building a healthier, more resilient future for all Californians.
Houry will serve as senior regional and global public health medical adviser for PHNIX. California’s public health leadership also announced collaboration with Dr. Katelyn Jetelina, founder and chief executive of Your Local Epidemiologist, who will advise the California Department of Public Health on bolstering public trust.
Both Monarez and Houry described the tumult that engulfed federal health agencies during congressional hearings, noting that Health and Human Services Secretary Robert F. Kennedy Jr. and political advisors reportedly pressured the data supporting vaccine safety and efficacy. Monarez was dismissed after only 29 days on the job, and she has said Kennedy urged her to resign if she wouldn’t endorse new, unproven vaccine recommendations. Kennedy has claimed Monarez admitted to him that she is “untrustworthy,” a characterization Monarez disputes via her attorney.
Dr. Erica Pan, director of the California Department of Public Health, welcomed the new collaboration, saying that rapid and sometimes dramatic shifts in federal policy and funding have created uncertainty for public health and healthcare. She stated she looks forward to working with these advisors to guide California toward a sustainable public-health future and noted the state’s commitment to coordinating and building the necessary infrastructure during this period.

Newsom’s office indicated that PHNIX will build on existing partnerships, including the West Coast Health Alliance, which the administration has highlighted as a precursor to the broader reform agenda.
